Biome: approve a one-time announcement

The private link in the completion ntfy opens a review page on hartiibiome.com. Possession of that link grants the authority to decide. Any supported personal-message-signing wallet may sign; this does not verify that the signer is Hartii's owner or a HBOME holder. Do not share the link. It expires and allows one server decision.

1. Open the original link. Viewing the page does not consume it or ask for a signature. Its private capability is removed from the address bar and is not kept in browser storage.
2. Read the complete plain-text announcement, server and channel names/IDs, fingerprint and expiry.
3. Connect Blip or another supported wallet. Check the account, then confirm that you reviewed the exact text.
4. Choose YES to authorize the bot to post that text to that destination, or NO to decline permanently.
5. Check the wallet message. It binds YES/NO, the exact text, its digest, destination, request, nonce, expiry, selected wallet and both the review-page and API audiences. This is a message signature, not a transfer, approval, gas payment or on-chain transaction.

The server validates the signature and atomically consumes the request. NO never posts. YES verifies the destination and persists a one-send latch before contacting Discord. A published result names an accepted message; an unknown result is not permission to post again. Use Check status, and never blindly resend. A consumed or expired request cannot approve another announcement.

The capability travels in the link fragment, not the host's URL path/query. Preview and decision requests send it to the Games API over HTTPS with no cookies or referrer. Cloudflare and the ntfy service can process normal request metadata; ntfy carries the private link. The server stores the capability's hash, exact draft, decision, wallet/signature and publishing outcome as an approval record. Discord receives the approved text, not the private capability or wallet signature. This flow does not activate governance, NFT rights or promised financial incentives.
